App Passes, also called the Per App plan, are not named user license types, but are rather tied to the environment the Power App is running in. You apply the passes to the environment, and then Microsoft will allocate out those passes as users launch any apps.

To apply the passes to an environment, first go to the Power Platform Admin Center.

Select “Resources”, then “Capacity”. Click on the “Add-ons tab” and then “Assign to Environment”
