What is the difference between per User and per App?
Microsoft offers two different licenses, a per user unlimited plan (often called Power Apps Premium) for approximately $20/user/month and a per app plan for approximately $5/user/app/month. Primarily this comes down to whether or not any user is going to be using multiple apps every month or not. At 4 apps it is obviously cheaper to switch to the unlimited plan.
How do I purchase a per user (Premium) plan?
Power Apps Premium is a name user license that can be purchased through Microsoft’s license manager in your Office 365 Admin portal. You can also purchase this directly through the Power Apps Pricing portal. Once purchased these plans must be allocated to individual users in the global admin center.
How do I purchase a per app plan?
Per app plans are not allocated based on users and therefore must be purchased independently and then assigned to the environment where the app exists. To purchase these first navigate to the Marketplace in the admin portal, then search for Power Apps. In the Business apps section you will find, “Power Apps per app plan (1 app or website). Select this and then once purchased be sure to allocate this to the environment where your app(s) exist.
